I am looking for the best word that fits the sentence below. The focus has to be on the idea that he was not lucky to be at the head of the state as Ukraine has been under Tsar Peter I attack. I've found the phrase 'happen to be at times' as it fits the best. Anyway, could you suggest a better phrase instead of 'happen to be at times'?
