In Russian this sentence makes perfect sense. I have no idea how I can make this sentence clear for English native speakers. Could you help me.
The meaning is that if some people, because of their stupidity, for example, do not want to recycle trash we can impose some tangible fines on them. That means that their stupidity can be easily cure with money (with a pound or with a dollar).
Here is my context.
"For Ukraine the level of fines has to be lower, but it still has to be made tangible. If parents delay the vaccine for the first time, a warning would be sufficient / one can be let off with a warning. But if even after that the children were leaf out unvaccinated – the fine has to be ₴3,000, ₴5,000, ₴10,000. Obscurantism can be easily cured with the hryvnia.
The state, for its part, of course, must ensure accessibility and availability of all necessary vaccines."
