offer vs propose

In question 43 the correct answer is B offering.
Could you explain to me why 'proposing' in wrong here?

Question 43. A suggesting B offering C proposing D recommending

"Also, keep in mind that a lot of good restaurants have become mindful of health, (43) ____________ a variety of low fat, low sodium cuisine that is every bit as delicious as the alternative."

I've noticed that "offer" and "propose" can sometimes be confusing. The meaning of all four of your options is very similar, but not exactly the same. The distinction here is that the restaurant will offer a whole range of choices, and you can pick any of them. If the restaurant suggests, recommends or proposes, though, it is far more likely to be doing this with regard to a single option, or just possibly a limited subset of the choices available. In that use, I think "recommend" would be the typical first choice of word. If you propose something, that is a strong suggestion, and more than a recommendation. "So, we offer a, b, c and d. I'd recommend option d, if you like spicy food."

To offer is to lay out the options: they offer a, b, c and d.
To propose is to suggest a concrete plan of action; to propose is to make a strong recommendation.

I propose we take mom to Michael's Restaurant because they offer a great variety of spicy food which is mom's favorite.

They offered different options for paying the bill. My friend Elon proposed that we paid with bit coin.
