Concordo com o Michael:
-I have a test tomorrow.
-"At what time will it be?" (seria mais correcto utilizar também a preposição At)
ou então: "when will it be?"

In question form, it has to be "What time will it be?"
But we could come up with a scenario to say it the other way, e.g. "Three o'clock. That's what time it will be when we arrive."
